As mentioned earlier in this document, most of the international co-op programs reported in our survey operated as exchanges between educational institutions in two countries. The exchange model seemed to be the one most able to address the common important issues. It is our recommendation therefore that the exchange model is the best one to pursue, at least in the initial stages of development, for programs seeking to introduce international co-op placements.
